Today, information and communication technologies are an integral part of modern management systems in all sectors of the economy. The transformation of the economy is going through an important period of digitization, mobilization, the introduction of artificial intelligence in the industry.
The need to develop a new economy becomes even clearer by 2022, when the digital sector is projected to account for almost a quarter of world GDP. An important factor in the development of the digital economy is to ensure the country's cyber security.
What is cybersecurity? Cybersecurity is the protection of all the creators of cyberspace, ie technical devices and users, from any threats and unexpected influences.
Cybersecurity refers to the creation of features that protect an organization's resources or users in response to cyber threats.
A report released by the Center for Strategic and International Studies says that by 2020, the damage caused to the global economy by cybercrime has more than doubled in the past two years to more than $ 1 trillion.
These figures also show that cybersecurity is one of the most important and urgent tasks in today's advanced world.
In this regard, a number of measures have been taken in our country in recent years, and important tasks for the future have been identified.
In particular, in the Action Strategy for the five priority areas of development of the Republic of Uzbekistan for 2017-2021, approved by the Decree of the President of the Republic of Uzbekistan No. PF-4947 dated February 7, 2017, "Ensuring security, interethnic harmony and religious tolerance, deepening In the framework of the fifth direction, "Foreign policy in the spirit of mutual benefit and pragmatism," it is planned to implement measures to protect the constitutional order, sovereignty and territorial integrity of the country, improve the regulatory framework in the field of cyber security. In particular, the development of the National Cyber Security Strategy for 2020-2023, the draft law "On Cyber Security" and the concept of a unified information policy of the Republic of Uzbekistan.
Also, the Cyber Security Center in the form of a state unitary enterprise was established by the Decree of the President of the Republic of Uzbekistan dated November 21, 2018 No PP-4024.
It should be noted that 17 laws in the field of cybersecurity, 9 Presidential Decrees and Resolutions, 14 Cabinet Resolutions, as well as relevant norms and many interagency regulations have been adopted.
According to public data, in 2019 the number of domains registered in the national domain zone "UZ" exceeded 74,000.
Under quarantine guidelines for coronavirus prevention on the global network, the spread of viruses that disable software systems is simple, prompting the online sale and delivery of drugs abroad and asking for money to be transferred to an account in advance. financial fraudsters who defraud people are using fake online stores, websites, social media accounts and email addresses. This reaffirms the need for cybersecurity.
According to the Center for Cybersecurity analysis, in 2019, 268 cybersecurity incidents were detected on the websites of the national segment of the Internet. This means that the number of offenses in the digital world has decreased by 44% compared to the previous year. Of these, 222 accounted for unauthorized uploading of content, 45 accounted for defaults (a hacking attack that meant a website page was replaced with another, for example, an ad page), and one accounted for covert mine (covert activity on a cryptocurrency platform). Sixty-nine percent of the incidents were reported on websites hosted by Uzbek hosting providers, and the remaining 31 percent were reported on websites hosted by foreign hosting providers.
These analyzes once again confirm the urgency of the issue of cybersecurity, as software vulnerabilities can cause an intruder to access an information system or website, as well as files and data remotely, and leak personal data of its citizens. Cybersecurity measures prevent such cases.
Development and implementation of the Digital Uzbekistan 2030 program in Uzbekistan, first of all, the formation of thorough and perfect organizational and legal mechanisms, as well as the introduction of innovative ideas, technologies and developments

Ensuring close cooperation between enterprises and business entities, coverage of production and services in all areas and sectors with digital technologies, training of intellectually talented personnel with in-depth knowledge in this area, thereby creating a "secure information society" in the country. serves to create an environment.

In short, the systematic and fundamental approach to cyber security in Uzbekistan, the creation of a single regulatory framework, the introduction of best international practices, the widespread use of innovative methods to effectively implement public information policy and information security serves to solve problems in the field. This is determined by the protection of information and communication technologies from modern cyber threats, the introduction of modern cyber security mechanisms for different levels of systems, the definition of the rights and obligations of government agencies, enterprises and organizations in this area, coordination of their activities. Cybersecurity can be improved by unifying the legislation in this area.
At the heart of all the reforms being carried out in our country is the goal of creating conveniences for our people. The emphasis on cybersecurity is the key to using digital capabilities securely and securely.
